The city is home to some of the world’s top 50 universities including those ranked 3rd, 5th and 8th in Asia in the QS World University Ranking 2018. Hong Kong also offers an attractive PhD programme for international students. The Hong Kong PhD Fellowship Scheme is designed to attract the most talented students from around the world to embark on their career in Hong Kong by pursuing PhD studies in Hong Kong’s top world-class universities. To provide an opportunity for young people to gain first-hand experience living and working in Hong Kong, the HKSARG has established bilateral Working Holiday Schemes with the Governments of Austria, Germany and Hungary to facilitate cultural exchanges, enhance bilateral cooperation and promote tourism and development.

Under the schemes, participants between 18 and 30 can stay up to 12 months and are allowed to take up short-term employment as well as enrol in study or training courses as an incidental part of their stay so as to acquire a better understanding of the cultural and social developments.

Talent Admission Schemes for Professionals and Entrepreneurs

Hong Kong welcomes talents from all over the world to take advantage of the opportunities of this vibrant Asia’s World City and make their dreams come true. Together with a fair and open business environment, free flow of information network as well as low tax rates and simple tax regime, talents are attracted to come to Hong Kong for development. The Talent List of Hong Kong has been drawn up with a view to attracting high quality talents from around the world in an effective and focused manner to support Hong Kong’s development into a high value-added and diversified economy. Currently the List comprises 51 professions. Immigration facilitation under the Quality Migrant Admission Scheme (QMAS) is provided for qualified talents from around the world to come and settle in Hong Kong.

Admission Scheme for the Second Generation of Chinese Hong Kong Permanent Residents (ASSG)

The ASSG aims to attract the second generation of Chinese Hong Kong permanent residents who have emigrated overseas to return to Hong Kong. There is no quota under this scheme and applicants are not required to have secured an offer of employment before entry.

Quality Migrant Admission Scheme (QMAS)

The QMAS enables talents from around the world to settle in Hong Kong without having to secure an offer of local employment beforehand. Successful applicants will be allowed to stay for initially 12 months and can extend their stay after securing a job offer in the first year. In addition, you are allowed to bring your spouse and unmarried dependent children under the age of 18 to Hong Kong. They are free to take up employment or study during their stay.

General Employment Policy (GEP)

Entrepreneurs from overseas with good education background, technical qualifications or proven professional experience who plan to establish or join in a business in Hong Kong may apply under the GEP. Applications will be favourably considered for start-up entrepreneurs who plan to establish or join in a start-up business supported by a government-backed programme such as InvestHK’s StartmeupHK Venture Programme; Hong Kong Science and Technology Parks Corporation’s Incu-App, Incu-Bio and Incu-Tech programmes; Cyberport Incubation Programme; or the Hong Kong Design Centre’s Design Incubation Programme.
