Replacement of Hong Kong identity cards

Following the implementation of the Next Generation Smart Identity Card System (SMARTICS-2) of the Immigration Department (ImmD), new smart Hong Kong identity cards (HKICs) are being issued to members of the public who apply for registration of persons since November 26, 2018. ImmD will replace identity cards for all existing HKIC holders in phases by age group at the nine newly established Smart Identity Card Replacement Centres (SIDCCs). It is estimated that the replacement exercise will last for four years from 2018 to 2022.

The arrangements of the replacement exercise are similar to those of the previous one. For HKIC holders residing outside Hong Kong, they need not rush back to Hong Kong for HKIC replacement within their designated call-up periods. They may make an application within 30 days after their return to Hong Kong.

The new smart HKIC has incorporated a number of sophisticated security features, including transparent hologram with wave and three-dimensional effect, see-through window with personalised data printed therein, Stereo Laser Image with portrait and full-colour image under ultra-violet light, etc. Coupled with a more complex background with multi-pattern and specific colour printing features on the card face, the new smart HKIC has strong protection against counterfeiting and photo substitution.
